Method Notes
  1. Each generation is ranked by increasing fitness.
  2. Elites are copied unchanged into the next population.
  3. Mutants perturb the next best ranked individuals.
  4. Descendants average two individuals sampled from the parent pool.
  5. Newcomers are sampled randomly inside the function bounds.
